In order to understand migration to, through and from the Maghreb, the interests and strategies of a multitude of actors are of paramount importance: those of the European Union (EU) and of certain member states such as France or the Spain, those of the Maghreb countries themselves, as well as those of economic and societal actors in Europe and Africa. The historical retrospective and the comparative study of the three countries also show how important a differentiated approach, an approach that does sees migration not as a "problem" but as an integral part of economic, social and political development in Europe and Africa.
